Abstract
When the parameter Γ=e2π1/2ns1/2/kt>47 the lifetime τ of surface electrons on liquid helium is much longer when the applied electric field is smaller than its equilibrium value. The increase is due to the appearance of short-range order characteristic of the liquid state.
