SOME ASPECTS OF FINANCIAL SUPPORT OF DELEGATED POWERS IN THE FIELD OF FOREST RELATIONS
Abstract
This article discusses the issues of improving the algorithms for the allocation of subventions allocated from the federal budget to the budgets of the constituent entities of the Russian Federation for the exercise of delegated powers in the field of forest relations. It is noted that in the conditions of constantly changing legislation, they require constant clarification and changes. The new financial model should be based on the typification of executive authorities exercising delegated powers in the field of forest relations at the regional level, and state state institutions subordinate to them forestry, standardization of work on protection, protection, reproduction of forests and afforestation, which will optimize the use of budgetary funds. In conditions of chronic underfunding of forestry, it is proposed to take into account in it, along with federal budget funds, the income received by state budgetary and autonomous institutions from income-generating activities. In addition, the distribution of subventions should be based on the territorial characteristics of forestry and the risks of emergencies in forests.
