Abstract

The article describes the creation in Turkestan of the Record of Acts of Civil Status in 1918- 24y. And the policy pursued in this regard, the problems and the serious difficulties in solving them. The Civil Status Code, adopted in 1918 during the Soviet era, is seen as an organizational and legal measure for the creation of citizenship registration units. At the same time, the People's Committee for Internal Affairs played a special role in bringing about rapid changes in this area in the country. The success of preventing and legalizing religious marriages and divorces, widespread among the indigenous population of Turkestan, largely depended on the timely organization and proper functioning of the bodies of the Record of Civil Status Acts.
