Abstract
Annotation In the modern notion of civil society, the article emphasizes the priority role of political parties, non-governmental organizations, formal and informal groups based on the principle of common interests on a voluntary basis and in the organization and management of public life, as well as civil society. that it is a way of organizing and managing the life of a society, that a free person is the highest value of civil society, and that only a state in which man, his natural rights and freedoms are recognized as the highest value, can be called a democratic state governed by the rule of law.
