Abstract: The article argues that various entities working together in the common interest to preserve universal values are creating a new structure of civil society, and that the traditional approaches of civil society no longer reflect the logic of sectoral processes of political modernization. Therefore, current events show the need for a new study of the concept of civil society and its comprehensive analysis. Civil society in the modern context is the current level of information and communication opportunities, various migration flows, the level of renewal of ethnic groups. Thus, it has been stated that the problems of civil society on a global scale have affected all states at different levels of power and require joint action.
