Abstract
This article analyzes the views of N.N. Alekseev, A.D. Gradovsky, I.A. Ilyin, M.N. Katkov, B.A. Kistyakovsky, S.A. Kotlyarevsky, P.I. Novgorodtsev, V.S. Solovyov, N.S. Trubetskoy and A.S. Khomyakov on the functional relations of civil society and law and order. The conclusion is made that Russian thinkers believed that a free civil society contributes to a stable rule of law, but also needs state protection and support itself.
