ORGANIZATION OF THE CUSTOMS SERVICE AND ITS ACTIVITIES IN THE DEPARTMENT OF THE GENERAL PROVINCE OF TURKESTAN (on the example of relations between the Russian Empire and China)

Abstract

In this article, the policy implemented by the Russian Empire through the customs organizations for the complete economic absorption of the Turkestan Governorate is thoroughly analyzed. The methods and goals of this policy are shown. In particular, historical sources substantiate that the organization of the customs service in the Turkestan General Government sought to absorb them if it was in the interests of the empire, and that the administration of the empire tried to use the trade and economic relations of Turkestan with China.Customs agreements in Russia-China relations are given as an example in order to justify the mentioned points.
