Abstract

This paper argues for reforming the national research grants system by adopting international best practices to support pioneering domains like cyber-science. Dedicated funding channels, streamlined requirements, grant managers and productivity metrics can transform outdated norms that constrain exploratory science. Recommendations are provided to recalibrate policies and institute supporting roles for empowering researchers. An optimized grants infrastructure can massively strengthen the cyber-science ecosystem to drive socially responsible innovation.
