CRITERIA FOR THE SELECTION OF "GREEN" PROJECTS WITHIN THE FRAMEWORK OF INTERACTION BETWEEN ENTERPRISES, GOVERNMENT BODIES, AND SOCIETY
Abstract
This article is devoted to the issues of "green" economy and assessment of the possibility of implementing "green" projects in regional systems. The article considers the prerequisites for the implementation of "green" projects, such as climate challenges requiring the adaptation of economic systems, increasing anthropogenic load and increasing amount of waste and emissions, reduction of natural sinks and their ecosystem functions. Four groups of criteria (social, ecological, ecological and technological) for the selection of "green" projects aimed at reducing emissions and waste by using natural solutions are substantiated. The method of expert assessments revealed the most significant criteria for the selection of "green projects" (created "green" jobs, compliance with environmental legislation, the possibility of resource conservation and reducing the carbon footprint of emitting enterprises). The main environmental problems that have arisen in recent years in the Voronezh region associated with the growth of pollutant emissions and wastewater have been studied and identified. The implementation of "green" projects in the region allows reducing the load on natural systems and compensating for emissions of the main enterprises emitting pollution. The study also concluded that it is necessary to support such projects at the level of regional systems, primarily by allocating land plots for the implementation of project activities and creating infrastructure to ensure the preservation of protective plantings created within the framework of green investment.
