Abstract
This article examines the central role of speaking in second language learning as a complex, dynamic skill that integrates linguistic, pragmatic, cognitive and affective components. Drawing on contemporary proficiency frameworks and empirical research, the paper argues that speaking is not only a communicative outcome but also a key process through which learners construct meaning, develop self-regulation and participate in academic and professional communities. The analysis highlights the importance of systematic, pedagogically grounded instruction that provides opportunities for authentic interaction, strategic support and reflective practice.
