Abstract
Achieving the national goals of the Russian Federation in the field of demography, health, ecology and social well-being means improving the quality of life of the population and the state of the natural environment. In the context of the ongoing reforms of control and supervisory functions focused on the prevention of violations, the transition from repressive methods to mechanisms that encourage compliance without coercion is a priority. This applies, in particular, to consumer protection and sanitary and epidemiological safety, where the likelihood of violations directly affects the health of citizens and confidence in public institutions. The strategic goals approved as part of national projects include increasing the average life expectancy to 78 years and doubling emissions of substances that negatively affect the ecosystem and health by 2030. Effective public administration, optimization of control and supervisory procedures through the introduction of risk-based practices, as well as health promotion through sanitary and epidemiological measures are crucial to achieving these goals, as emphasized by leading hygienists and epidemiologists
