Abstract

This chapter explores the “techno-geopolitical turn” in diplomacy, where artificial intelligence, big data, and digital platforms are reshaping the tools and arenas of international relations. It examines how AI enhances intelligence gathering and scenario planning, how big data enables predictive and proactive foreign policy, and how digital platforms transform public diplomacy through narrative contestation. While these technologies expand opportunities for cooperation and strategic foresight, they also introduce risks of bias, disinformation, and widening digital divides. The chapter highlights emerging debates on digital sovereignty, multilateral governance, and cyber diplomacy, arguing for balanced policy frameworks that promote innovation, accountability, and inclusivity while affirming the enduring role of human judgment in global diplomacy.
