Abstract

This chapter critically examines the transformative role of artificial intelligence in modern surveillance systems, focusing on the delicate balance between enhancing security and protecting individual rights. It explores how technologies such as facial recognition, behavioral analytics, and predictive policing contribute to crime prevention, national security, and urban management, while also highlighting risks of privacy erosion, algorithmic bias, and democratic suppression. Ethical, legal, and regulatory dimensions are analyzed, emphasizing transparency, accountability, and rights-based governance. The chapter concludes by advocating for responsible, balanced approaches that align AI surveillance with democratic values, ensuring security is pursued without compromising civil liberties.
