Abstract

This article is devoted to a systematic study of the scientific, theoretical, legal and methodological foundations of the institution of electronic parliament (e-parliament). The study analyzes the formation of the concept of e-parliament, theories of digital democracy, international and national legal framework and research methodology. The article examines in detail the concept of electronic parliament (e-parliament), its scientific foundations (empirical research, UN EGDI and EPI indices), theoretical foundations (concepts of e-democracy, deliberative democracy and network society), legal foundations (international standards: IPU, GDPR, DSA) and methodological foundations of the “Digital Uzbekistan - 2030” strategy in Uzbekistan.
