Abstract

This article examines the theoretical and methodological foundations and practical directions for modernizing the executive authority system through social innovations. It analyzes the conceptual essence of social innovation and its role in enhancing public administration efficiency, as well as in establishing a citizen-oriented governance model. The study substantiates key modernization directions, including participatory governance, open government mechanisms, collaborative platforms, public accountability instruments, and inclusive institutional frameworks. The findings demonstrate that systematic implementation of social innovations contributes to increased transparency, effectiveness, and responsiveness of executive authorities.
