Abstract

Maintenance of railway automation and telemechanics devices in Uzbekistan Railways is regulated by NSH-01 and relies on paper logbooks (DU-46, SHU forms), which increases manual workload, delays reporting, and limits analytics. This paper proposes an e-dispatcher platform that unifies real-time monitoring with electronic document management across the full maintenance cycle: event registration, diagnostics, work-order creation, executor assignment, execution tracking, electronic act/report with audit trail, and centralized storage. A data-integration layer normalizes heterogeneous monitoring streams, while analytics modules estimate reliability and detect recurrent failures. The solution significantly reduces time losses, human-factor errors, and improves dispatcher supervision and overall traffic safety. From a Smart Industry perspective, the proposed solution follows an Industrial Internet of Things (IoT)–oriented approach to maintenance digitalization, enabling centralized dispatcher supervision and data-driven analysis of operational reliability. The obtained results demonstrate the potential of the platform to reduce manual workload, improve transparency of maintenance processes, and create a structured data basis for reliability assessment and further optimization.
