Abstract

The "New Uzbekistan Youth – 2030" strategy represents the first comprehensive, integrated national policy framework dedicated exclusively to youth development in Uzbekistan's modern history. Against the backdrop of a rapidly growing population of which approximately 25 percent consists of young people aged 14 to 30 this strategy establishes a multi dimensional roadmap addressing employment, inclusive education, digital and language skills, entrepreneurship, civic engagement, public health, and international cooperation. This article examines the strategic significance of the framework through the lens of human capital theory, demographic dividend models, and comparative youth policy analysis. The study argues that the strategy constitutes a decisive instrument for transforming Uzbekistan's demographic advantage into sustainable national development by 2030, provided that its implementation mechanisms are executed with institutional consistency and measurable accountability.
