THE SOCIAL AND PHILOSOPHICAL ANALYSIS OF PERSONNEL ACTIVITY MANAGEMENT IN INTERNAL AFFAIRS BODIES

Abstract

The effectiveness of internal affairs bodies directly depends on the quality of personnel management. However, systematic socio-philosophical research on personnel activity management in internal affairs bodies of Uzbekistan and Karakalpakstan has been insufficient. This theoretical historical-analytical study used historical, comparative, legal-documentary, and logical-analytical methods. Data were collected from 23 legislative documents, 8 statistical reports, and 35 scholarly articles. No empirical data collection was conducted. Three main institutional factors were identified: normative-legal mechanisms, organizational structures, and management practices. Subjective factors include professional competence, managerial culture, ethical responsibility, and institutional loyalty. The analysis revealed a gap between institutional norms and real practice, leading to weakened professional identification and decreased social trust. Personnel activity management in internal affairs bodies should be understood not as an administrative-technical process but as a complex social mechanism that ensures institutional legitimacy, social trust, and sustainable development. A conceptual model based on institutional justice, legitimacy, and professional identification is proposed.
