Abstract

The chapter examines how universities and governments jointly shape the future of responsible AI through integrated knowledge production, policy formation, and ethical governance. It explores how academic research, interdisciplinary expertise, and talent development intersect with regulatory frameworks, national strategies, and public-sector oversight to create accountable and human-centered AI ecosystems. The analysis highlights global case studies, collaborative mechanisms such as advisory councils and regulatory sandboxes, and the challenges posed by bureaucratic gaps, rapid technological change, and geopolitical pressures. The chapter argues that co-creation, evidence-based policymaking, and inclusive governance are essential for ensuring transparent, fair, and socially aligned AI development.
