MARKS III received his Ph.D. from the University of Michigan, where he studied undcr Bradford Perkins. He is the author of Independence on Trial: Foreign Affairs and the Making of the Constitution (1973) and Velvet on Iron: The Diplomacy of Theodore Roosevelt (1979), both of which are available in paperback. His latest work, Wind over Sand: The Diplomacy of Franklin Roosevelt (1988), was chosen as a selection by the Conservative Book Club as well as by the Lawyers' Book Society. Currently he is writing a volume on the diplomacy of John Foster Dulles.
