A theory of energy relaxation in a two-dimensional Wigner crystal at the free liquid helium surface is constructed. The energy relaxation time of surface electrons is calculated by using the self-consistent theory of coupled, phonon-ripplon modes for describing the dynamic form factor of the crystal. It is shown that this time is determined by processes in which a transverse phonon of the two-dimensional lattice is transformed into a pair of short-wave ripplons. The theory is compared with the available experimental results.
