The problem of optimal water distribution under conditions limited and dependent on natural factors of water reserves, which is typical for the countries of Central Asia, is of significant economic interest. Its successful solution can be achieved within the framework of the currently created integrated automated process control systems in irrigation systems. This article presents the objectives and levels of planning and management of water distribution in the framework of an automated system of controlling technologic process in irrigation systems (ASCTP IS). The classification of tasks in terms of time intervals for their solution is given. The functional structure of the designed ASCTP IS is represented by two control subsystems: the control subsystem of individual technological processes and the operational control subsystem of the entire irrigation system. The tasks, structure and purpose of the simulation model of the irrigation system are defined. The simulation model is an important decision-making tool at the stages of design, implementation and operation of an automated system of controlling technologic process in irrigation systems (ASCTP IS). The processes based on the graph model in a separate element of the irrigation system, which is a one-dimensional non-linear pulse-frequency system with delay, are calculated.
