<em>The article analyzes the concept of the institution of khokimiyat and the theoretical and legal aspects of its development in law and other normative legal acts. It also describes the mechanisms for organizing the development of the institution of khokimiyat on the basis of constitutional principles, and develops proposals and recommendations for the development of the institution of khokimiyat.</em>
