The article examines the historical foundations of an effective and stable system in which state<br> bodies serve the people, where constancy and law prevail, and not the people's state bodies in our<br> country on the basis of the constitutional norm "the people are a single source of state power". The<br> basic law puts forward the idea of "for human value", which is expressed in its glorification, the<br> creation of the necessary conditions for its free maturation. The issues of constitutional reforms,<br> legislation and legal propaganda, as well as external propaganda in bringing them to the general<br> public and improving the legal culture of the population were discussed. The author paid special<br> attention to the role and importance of legal propaganda in ensuring the rule of law in all spheres of<br> the state and society. The significance and relevance of the constitutional reforms carried out in<br> Uzbekistan lies in the comparative analysis of the historical and legal aspects. Therefore, it attached<br> great importance to the relationship between human rights and freedoms and the level of legal culture,<br> and also emphasized the improvement of legal culture among the population, especially among young<br> people. The views of Eastern thinkers on increasing the legal and social activity of the population<br> were also studied. In particular, in the political and legal legacy of Abu Narsa Farabi, legislative issues<br> were studied in a comparative way. New characteristics of constitutional islands in the field of human<br> interests and rights are shown.<br> <br>
