Improving of the transfer of R&D results in the forestry sector. Experience of the Saint Petersburg Forestry Research Institute
Аннотация
Like several other sectors of the economy, the forest industry is experiencing weak demand for innovation from the industry. However, in the long term, there is no alternative to innovative developments for improving the country's competitiveness. The study aims to analyze the methods of scientific results transferring to the forestry sector of the economy, based on the experience of the Federal State-Funded Organization Saint Petersburg Forestry Research Institute(SPbFRI), as well as various aspects of the institute's activities that affect the efficiency of the research work commercialization process in varying degrees. The paper considers the directions of the scientific results transfer, depending on the type of financing and the end customer. It is noted that the main task of SPbFRI is to transfer the results of the scientific research into products for further use.The innovative products created by the institute, whose implementation contributes to increased efficiency in forestry, can be combined into three main groups: analytical materials, science-intensive technologies and methods, and design developments. The conditions for the successful commercialization of scientific results are examined.A necessary component of this process should be providing legal protection for intellectual property rights. The demand for the results of research work largely depends on active marketing activities, informing potential customers about the institute's existing developments. The role of the state in ensuring of the innovation process implementation into the commercialization of products based on scientific results. To create conditions for developments and technologies transfer into practice, it is proposed to establish a unified system for implementing R&D results within the customer-developer-consumer cluster at the state level.A unified implementation mechanism is needed, which includes developing a scheme (road map) of the entire process, from the terms of reference for the work to the acquisition of a science-intensive product (with the identification of potential consumers), as well as a system for monitoring the effectiveness of its use.
