National biorisk management frameworks encompass laws, regulations, policies and guidelines based on comprehensive risk assessments, integrated into the fabric of national strategies and continuously monitored, reviewed and updated when necessary to anticipate and plan for a broad range of threats and crises. In the United States, laboratory safety is governed by numerous local, state and federal regulations. The chapter focuses on biological hazards and the federal oversight framework. Biological materials that are dangerous goods or hazardous materials, such as infectious substances or select agents and toxins, must be packaged, identified and transported according to the regulations of the Department of Transportation's Pipeline and Hazardous Materials Safety Administration and the Federal Aviation Administration. The COVID-19 pandemic was an example of an infringement on biosafety/biosecurity posing a serious threat to the world. The pandemic had demonstrated that there are gaps in national biosafety/biosecurity in many countries.
