The author examines in detail the process of decentralization within local government bodies, the balance of powers among different branches of authority, and the role of local representative bodies in the social and state life of the country. Particular attention is paid to several problems observed in the functioning of local councils, including the need to update the legal framework governing the sector, ensuring independence from the executive branch, the low representation of youth among deputies, and the insufficient level of public participation.
