Аннотация

This chapter explores the transformative potential of blockchain technology in reshaping urban governance. Far beyond its technical capabilities, blockchain challenges traditional, opaque models of municipal administration by offering transparency, auditability, and decentralized control. From land titling to procurement and identity management, tamper-proof records and distributed verification can help restore public trust, particularly in contexts plagued by inefficiency or corruption. Moreover, blockchain enables participatory governance through decentralized applications and smart contracts, allowing citizens to directly engage in urban planning, service oversight, and co-management of infrastructure. The chapter emphasizes the importance of incremental implementation, stakeholder coalitions, and careful integration with existing urban systems. It also calls for adaptive design, interoperability, and open-source development to ensure scalability and citizen accessibility.
