INTERNAL CORRUPTION AS A MECHANISM OF HYBRID OCCUPATION: STRATEGIC DIMENSIONS OF STATE CAPTURE

In the evolving landscape of global instability, hybrid threats increasingly employ non-kinetic and covert mechanisms to undermine state sovereignty. This paper conceptualizes systemic internal corruption as the primary operational tool of hybrid occupation, functioning not merely as a governance failure but as an embedded mechanism of political control. Unlike conventional occupations imposed by foreign military force, this apex form of “occupation without occupiers” relies on co-optation, collusion, and legal erosion to enable external or domestic actors to dominate national decision-making structures while maintaining formal sovereignty. Building on the author’s previous research, the study frames systemic corruption as a mechanism of hybrid warfare aimed at capturing the five critical rings of state functionality-political leadership, economy, infrastructure, population, and information-adapting Warden’s strategic model. It introduces the Internal Occupation Risk Index (IORI), a weighted, multi-domain analytical tool designed to identify and grade the intensity of internal occupation through long-term trend analysis. The model integrates measurable indicators across governance, economic performance, infrastructure management, societal resilience, and informational control, visualized through radar charts and heat maps. Findings indicate that corruption-driven internal occupation erodes democratic resilience, strategic autonomy, and national security, creating long-term structural dependencies. Furthermore, the synergistic role of strategic communication, media capture, and public opinion manipulation sustains such governance systems by suppressing opposition and legitimizing corrupt practices. The proposed model provides policymakers and researchers with a practical framework for early warning, risk assessment, and the development of integrated countermeasures. By recognizing internal occupation as a top-tier hybrid threat, this study underscores that defending sovereignty in the 21st century requires not only protecting borders but also reinforcing institutions against corruption-based strategic subversion.
