The article analyzes the role of the public–private partnership (PPP) model in infrastructure development and examines issues related to enhancing its effectiveness. The primary objective of the study is to explore the theoretical and practical aspects of PPP mechanisms and to identify pathways for their improvement within the context of Uzbekistan. The research methodology is based on a comparative analysis, through which the experiences of the United Kingdom, France, and Russia are systematically compared with the practice in Uzbekistan. The findings indicate that PPP projects constitute an important instrument for infrastructure development, the attraction of private investment, and the efficient utilization of public resources. At the same time, the study reveals the need to further improve the legal framework, financial mechanisms, and risk management systems. In conclusion, strengthening the institutional environment, enhancing transparency, and adapting international best practices to national conditions are identified as key prerequisites for the effective development of PPPs.
