This article examines ways to improve crisis risk management and strategic decision-making mechanisms in pre-crisis situations in construction materials enterprises. The study focuses on the internal and external factors that weaken enterprise stability, including financial pressure, production inefficiency, supply disruptions, and market uncertainty. Special attention is given to early warning indicators, managerial flexibility, and the quality of strategic decisions. The paper argues that effective pre-crisis management should rely not only on financial control, but also on integrated monitoring, timely diagnosis, and adaptive strategic responses. The proposed approach can help construction materials enterprises strengthen resilience, improve resource allocation, and maintain sustainable development under unstable business conditions.
