Abstract: This paper attempts to examine the growth and impact of the initiatives (like Matsya Pokhari Yojana (MPY) and Bio-floc technology (BFT) schemes and Brakish Water Aquaculture Lease Policy) launched by Govt. of Odisha on fishery sector development in Odisha. This study also tries to evaluate, whether the adoption of technology led schemes is becoming effective on state’s overall fish production and export as compared to traditional practices. The analysis includes both quantitative techniques (Annual Growth Rate (CAGR), Paired Sample T-test and Welch’s T-test) and qualitative methods (semi-structured interviews). The results showcased an uptrend in Odisha’s fish production after 2017 followed by the launch of tech based schemes. The statistical analysis indicates, BFT scheme offers a good amount of return compared to MPY because of its dependence on technical proficiency. However, qualitative analysis highlights support and extension services of Govt. institutions are the primary key for success of these schemes and reducing the distance between field-level adoption and policy design.
