Executable Urban Intelligence converts the indicators based smart-city analytics into conceptually-based, self-auditing, simulation, optimization and continuous validation computational programs. The chapter proposes three-layer architecture where it integrates network topology, hybrid AI-mathematical modeling and governance validation mechanisms. Decision systems are open and accountable through incorporating scenery generation, uncertainty measurement and stability testing in reproducible pipelines. The quantifiable benefits of adaptive mobility control and modernization of energy distribution are demonstrated by the empirical examples saving of travel-time (20-33%), reduction of peak-loads 30%. The framework will develop resilient explicable and policy Congruent Urban Intelligence in order to sustain next generation smart cities, which will be operated in uncertain and changing infrastructure environments.
