Topology Before Optimization

The operation of urban AI systems becomes more and more a part of highly interdependent infrastructures in which the failures spread nonlinearly through mobility, energy, water, communication, and public services. The chapter progresses the principle of topology before optimization, which states that structural relationship has to be coded before performance-based goals. Topology-first conceptual model combines the graph related representations, structural priors, multiscale reasoning and stress induced validation to promote coherent forecasting, control through adaptive control and robust policy design. Case evidence on energy-mobility coupling and flood-drainage coordination proves that there are quantifiable gains in case optimization is limited by network logic. The paper presents structural intelligence as a paradigm shift to resilient, understandable and governance aligned smart-city decision systems.
