It is shown that the available experimental data on the energies of the first and the \ensuremath{\gamma}-vibrational ${2}^{+}$ states and the reduced $E2$ transition probabilities from these states to the ground state require for the explanation significantly different values of the mass coefficients for the rotational motion and \ensuremath{\gamma}-vibrations.
