A new formula based on the two-dimensional harmonic lattice model is proposed to account for the Monte Carlo internal-energy data of the two-dimensional classical one-component plasma fluid near the crystallization point. Good agreement is obtained for $50\ensuremath{\lesssim}\ensuremath{\Gamma}\ensuremath{\lesssim}120$, where $\ensuremath{\Gamma}\ensuremath{\equiv}\frac{{e}^{2}{(\ensuremath{\pi}n)}^{\frac{1}{2}}}{{k}_{B}T}$ is the ratio of the mean Coulomb energy to the kinetic energy of the plasma fluid.
