The ${2}_{1}^{+}$ and ${2}_{2}^{+}$ states of the neutron-rich isotope $^{80}\mathrm{Ge}$ were studied by intermediate-energy heavy-ion scattering, providing for the first time the experimental value of $B(E2;{2}_{2}^{+}\ensuremath{\rightarrow}{0}_{\mathrm{g}.\mathrm{s}.}^{+})$ for $^{80}\mathrm{Ge}$. The experimental data are well reproduced by large-scale shell model calculations, which suggest the important role of the proton particle-hole $2{p}_{3/2}\text{\ensuremath{-}}1{f}_{5/2}$ excitation in the configuration of the ${2}_{2}^{+}$ state.
