Economic availability of forest wood resources as a tool for forest planning

The fundamental issues of the content of the concept of economic availability of forest wood resources are considered. The basis for the classification of forms of accessibility of forest wood resources was developed on the basis of literature data and research results. The concepts of institutional and economic forms of resource availability are presented, their relationship and influence on each other are considered. The analysis of various approaches to determining the criterion of economic accessibility of forest wood resources is carried out. As a criterion for the economic accessibility of forest resources, the author proposes to use the equality or excess of the forest rent value of the normative value of the reproduction, protection and protection of forests. At the same time, forest rent is understood as the net income received by the owner at the time of the use of forest resources and is defined as the difference between the market price of the final forest products and the total costs of its production, taking into account the formation of the normative return on capital (production costs do not include payments for forest resources). Based on this approach, the conditions for the economic accessibility of forest resources were formed, which are described by a system of inequalities. The results of calculations of the economic accessibility of forest wood resources for the aggregate of plots designated for final felling in Vilegodsky forestry located in the southeastern part of the Arkhangelsk region are presented. The spheres of application of assessments of the economic accessibility of forest wood resources in forest planning have been formed, providing for the achievement of such a goal as ensuring a balance between the interests of the state as the owner of the resources and the economic interests of forest users (leaser).
