The heat capacity at the saturated vapor pressure ${C}_{ s}$ has been measured for a single sample of solid HD over the temperature range 0.4 to 8 K for various concentrations of $J=1$ impurities of ${\mathrm{H}}_{2}$ and ${\mathrm{D}}_{2}$. The variation in $J=1$ concentration in the sample was due to conversion to the $J=0$ rotational ground state over a period of time of approximately one month. In the limit of zero $J=1$ concentration, ${C}_{ s}$ fitted a ${T}^{3}$ dependence characterized by a Debye temperature of 101 K. An analysis is given of the contribution to the heat capacity from electric quadrupole-quadrupole pair interactions of the $J=1$ impurities in the solid.
