Web-content publishing is a service that is mainly provided by traditional client-server architecture. However, traditional approach requires much computer and network resources and therefore is relatively expensive. There are methods to publish web-content directly from users own computers. But in these approaches users have to keep their computers switched on continuously to publish for 24 hours. This paper describes a partially decentralized, collaborative web-content publishing system which allows organize 24 hours web-content publishing directly from web-publishers' own computers without a change in their computers' usual operating time. To reach 24 hours publishing time web- publishers, usually with several hours uptime period, will organize groups which will include web-publishers with different uptime ranges (e.g. from different time zones or with different life styles) to cover each others' downtime periods. Inside a group web-publishers will synchronize their contents with each other and then, take turns in publishing group's contents while they are on-line. We provide experiment results that show feasibility of organizing 24 hours publishing time with several hours uptime period and also give resource consumption comparison results.
