Аннотация

With the introduction of computerized information technology, the U. S. House of Representatives has started into motion a process which will not only increase the efficiency of information handling, but also have profound impact on the distribution of power and public policy choices. The process of technological innovation has been deeply affected by the goals of individual House members and the unique character of the institution. While individual members have focused their use of information technology on communications activities and other more political tasks, available options for improving legislative information are beginning to have an impact. Congress is unlikely to ever be the same again.
