Public Private Partnership in Education

The public private partnership (PPP) is one of the investment models recently used notably in the healthcare sector in Turkey, with the aim of ensuring better and qualified infrastructure service in that sector as well as in other sectors. Since PPP contracts are long term contracts, and there are several structural differences between the parties from the point of investment and operational approach, a correct understanding by practitioners as well as decision makers regarding how to implement PPPs is extremely important. In 2015 serial PPP projects in the health care sector, namely city hospitals, made good progress. Financial closings on some of those projects raised expectations regarding successful results with PPP projects in other sectors including education, transportation, military, etc. On the other hand, new framework law works started by the Ministry of Development, and including all types of PPPs, will surely ensure that PPP investments are built on a strong ground. These works also allow all related parties to collaborate in terms of preventing the violation of rights and making fairer and better analyzed implementations.
