This article presents a theoretical and analytical investigation into the role of artificial intelligence (AI) and digital technologies in developing speaking skills within English language education. The study does not rely on empirical experimentation; instead, it is grounded in a systematic review and critical analysis of contemporary linguistic, pedagogical, and methodological literature. The paper examines AI-based tools, digital platforms, and innovative instructional approaches that support oral communication, highlighting their pedagogical potential, limitations, and future research directions. The findings contribute to the conceptual understanding of technology-enhanced speaking instruction in the context of global digital transformation.
