Comparative Legal Perspectives on the Forms and Methods of Early Crime Prevention: Evidence from Selected Foreign Jurisdictions

This article examines contemporary foreign approaches to early crime prevention through a comparative legal, criminological, and behavioral analysis. The study focuses on public participation mechanisms, digital crime reporting platforms, community-based prevention programs, and restorative justice models implemented in selected foreign jurisdictions. The findings demonstrate that effective crime prevention increasingly depends on the integration of legal regulation, technological innovation, and behavioral incentives aimed at fostering cooperation between the state and society. Particular attention is paid to transparency, victim-centered data collection, and restorative approaches as key factors in reducing latent crime and preventing recidivism. Based on international experience, the article proposes practical recommendations for enhancing national crime prevention policy through participatory and preventive models.
