Normative AND Legal Regulation OF Administrative Liability for Environmental Offenses: the Experience OF Kazakhstan AND Uzbekistan

The article provides a comparative legal analysis of the normative regulation of administrative liability for environmental offenses in the the Republic of Uzbekistan and Republic of Kazakhstan. The study examines the legal framework governing administrative responsibility in the field of environmental protection, natural resource use, and environmental security. Special attention is paid to the correlation between environmental legislation and codes of administrative offenses, as well as to the role of specialized environmental laws in defining ecological obligations and sanctions. The research substantiates that administrative liability serves as a key legal instrument for combating environmentally harmful behavior and performs not only punitive but also preventive and restorative functions. Based on the comparative analysis, recommendations are formulated to improve the legislation of the Republic of Uzbekistan by taking into account the positive regulatory experience of the Republic of Kazakhstan.
