Local referendums in Ukraine and the Republic of Poland: issues of legal regulation

The article focuses on the local referendum as an element of the modern model of governance in local self-government, which allows community members to participate in resolving local issues.Based on a comparative legal study of legal regulation and the experience of its implementation in Ukraine and Poland, formulated recommendations for its improvement of this institution for the effective implementation of democracy.To this end, a legislative framework for a referendum at the local level should be created, which would allow citizens to ensure the exercise of their constitutional rights in a lawful manner.The Constitution of Ukraine and the Constitution of the Republic of Poland are only the basis for a local referendum, while the detailed procedures for their organization must be determined by special legislation.At the same time, it is impossible to agree with foreign practice, where only constitutional norms and separate sections in the national legislation on the organization of local government are used to legitimize the forms of
