Composition and content of construction organization plans regulated by normative documents of the Republic of Uzbekistan and the Russian Federation

The results of the analytical review and the practical experience of the authors in the preparation of construction organization projects (COP) and work production projects (WPP) indicate that the state of the issue regarding the completeness and quality of the development of these sections by the design organizations of the Samarkand region is not at the proper level. The reasons for this are some imperfections of certain provisions of the regulatory documents of the Republic of Uzbekistan, as well as a number of other factors. The aim of the paper was to study the existing domestic and advanced foreign experience in order to develop appropriate proposals, recommendations and eliminate the existing shortcomings. The research consisted in comparing the provisions of regulatory documents of Uzbekistan and the Russian Federation, studying regulatory and legislative acts and decrees, instructional letters, scientific publications on organizational and technological design, studying the opinions of experts. Methods of comparative analysis, expert assessments, etc. were used. Based on the research results, a package of proposals was drawn up for adjusting and supplementing the provisions of the regulatory documents of Uzbekistan, which were presented in a number of the largest design and construction organizations, as well as the Engineering Company, where they found understanding, approval and support. The noted proposals have been submitted to the relevant authorities for consideration, and their practical implementation will contribute to an increase in the quality level of the developed project documentation, and, ultimately, to the practical implementation of construction projects in general.
