THE CONCEPT OF ENSURING OPENNESS OF STATE BODIES AND ITS LEGAL NATURE

The article systematically analyzes the essence of the concepts of openness, publicityand transparency, their differences and similarities, the history of the emergence of the concept of openness, public relations related to ensuring the openness of the activities of state bodies on the basis of scientific and theoretical views. Also, the author's definition of the concept of ensuring publicity of the activities of state bodies is given and its service for strengthening the guarantees of the constitutional rights of citizens in the field of free search, receipt, use and dissemination of information is scientifically substantiated.
