<strong>Annotation:</strong> <em>by a public association it will be necessary to pay attention to its essence. A public association does not represent any person or family or the desire of certain groups to obtain personal benefits. Public associations usually act with an idea, will, the only goal of which is to improve society. They do not set themselves the task of controlling or making a profit, but they operate in the direction and desire to perfect society. So, public associations allow citizens to help themselves on their own, to improve their lives by improving society. </em>
