In this paper we give lower and upper estimates for the norm of the Hardy-Volterra operator with Oinarov's kernel in the case 1 < p ≤ q < ∞. The results given are very important in the study of the oscillation and non-oscillation properties of solutions of differential equations, as well as spectral properties.
